'Some mornings it's so cold I have to break the ice from inside my tent'
Jordan, a part-time dog-walker, has been homeless for around eight years and has spent the last six months sleeping rough in Manchester despite having a job. He has been offered supported housing, but he turned it down because he feels unsafe in such places. Manchester council has tried to find alternative supported accommodation for Jordan, but the voluntary sector provider refused to accept him as he had previously been convicted of making violent threats to their staff. Jordan also claims he wasn't offered a bed under the council's severe weather emergency protocol scheme when temperatures dropped below zero last week, despite saying he filled out a form online. The council says it has no record of his referral and that neither its rough sleeper outreach team nor partners found him sleeping rough while out in the city centre during the cold snap.
