New accounts being allowed to make communities is leading to more spam

I've been noticing way more spam just by scrolling through the "new" feed for all of digg. Two examples are /submit and /links, both utilized by spammers to post garbage (although /links is just the one post so far). I believe allowing new accounts to create communities is going to lead to Digg being overrun by spam just like Reddit.

As an aside, naming the community "submit" is clever, because the URL https://digg.com/submit looks like it would go to an official page to submit something.
