“I wouldn’t say he’s concerned about the policy. He wants deportations. He wants mass deportations. What he doesn’t want is what people are seeing,” he said. “He doesn’t like the way it looks. It looks bad. So he’s expressed some discomfort at that… There’s the right way to do this. And this doesn’t look like the right way.”
There's something to be said about voters wanting a strong border and deportations, but not wanting to see how the sausage is made, and that sentiment may extend to the president himself.
In any case, it seems that this could bode well for those hopeful ICE will pull out of its more visible operations, though they would probably continue their more clandestine missions.
