Everything Wrong with Material 3 Expressive

Author is a bit of an apple apologist but the inconsistencies like the calculator update are rather striking.
Is this exacerbated by tools like Figma? Designing pixel perfect mockups and then chucking them over the wall for developers to implement?
Or is it deeper? Somewhere further in the designer -> developer pipeline?
